On 3 March, the Foreign Ministry Secretary of State, Normans Penke, during his stay in Washington, presented to the Victims of Communism Memorial Foundation in the U.S. a donation on behalf of Latvia for the establishment of the Global Virtual Museum on Communism. At the end of last year, the Cabinet of Ministers supported an allocation of funds for the amount of 3,000 USD (approximately 1,500 LVL) from the Foreign Ministry budget for the launching of the Global Virtual Museum on Communism. The goal of the museum is to link in a joint electronic network all museums and institutions engaged in research related to victims and crimes of communism.
The Government of Estonia, as well as several museums devoted to the memory of victims of communism have provided their assistance in building the Virtual Museum on Communism.
Latvia has co-operated with the Victims of Communism Memorial Foundation in the U.S. previously, contributing funds to the Victims of Communism Memorial, dedicated on 12 June last year in Washington.
The Victims of Communism Memorial Foundation, a non-profit organization, was established by an Act of Congress to build a memorial in Washington, DC to commemorate the more than 100 million victims of communism, to honour those who successfully resisted communist tyranny, to educate current and future generations about crimes communism perpetrated against humanity and to pay tribute to those who helped win the Cold War.
The Honorary Chairman of the Foundation is U.S. President George W. Bush, whereas its founders, an international advisory council and its membership comprise a number of former presidents and statesmen, including former President of Latvia, Guntis Ulmanis.
